This report outlines a method used to gain a perspective on legal and institutional arrangements for water and land management in three countries in Southeast Asia, Laos, Bangladesh, and China. This report is a summary of a comprehensive investigation into legal and institutional aspects of water and land use issues in the region undertaken in 2002. The central aspect of the report is the seventeen legal and institutional elements, regarded as essential to occur with a legal and institutional system for effective management of water and land management issues.
