This book is the proceedings of this conference. The numerous expressions of concern about the need for new government policies and long-term support for dryland farming programs and research also reflect a deficiency in the agricultural community Many recommendations made involve macroeconomics, but few participants admitted that they were negligent in interacting with macroeconomic decision makers. As agircultural researchers, we are addressing our concerns to coworkers rather than taking a more active role in macroeconomics that affect national policies.
