This publication, excerpted from Dr. Wilson's and Dr. Ramphele's recent book, Uprooting Poverty: The South African Challenge, provides a searching look at the system of apartheid and its systematic denial of opportunity for Africans in South Africa; a framework of thinking to guide the development of strategies against poverty in the short and medium term; and recommendations for reallocating resources to provide increased opportunity for the overwhelming majority of the people. It also makes clear that strategies against poverty must deal with its interlocking causes and will require a fundamental redistribution of power in South Africa.
