The potential for immediate establishment of forestry projects in which owners of small farms and agricultural oe forestry co-operatives will be involved was studied. Social, environmental, economic and silvicultural considerations were taken into account to locate and briefly describe the most promising forest projects. Costs and benefits were reviewed using available data on tree and forest growth, cost of plantation establishment and managemnet, and exploitation costs. The feasibility of each project can be initiated in the Atlantic zone, Turrialba, and the Valle de Coto Colorado. Finally, areas where froest development is urgently needed but not considered a safe investment for small farmers, were pointed out. A program for investigation and extension work in these areas was outlined. Special characteristics of each area, relevent to the future forest programs, including promising tree species, were listed.
