This report, based on seven months of field work and research, including many hours' of discussion in the forest with Van Gujjars and other local people, sets forth proposals which aim to provide a practical model of a community forest management in a protected areas in which local people are the lead managers and the Forest Department role is that of supporter and monitor, a specific practical set of structures through which to implement community forest management in the Rajaji area, and a means for furthering sound policy development and reform for protected areas at a national level.
