Mfumo wa kuimarisha rasilimali za mpunga inajumuisha utumiaji wa mchanganyiko wa mazoea ya usimamizi ambayo huongeza hali ya kukua kwa mimea ya mpunga, haswa katika ukanda wa mizizi. Ilianzishwa Madagaska mwanzoni mwa miaka ya 1980 na Padre Henri de Laulan & iacute; e, kuhani wa Jesuit ambaye alitumia zaidi ya miaka 30 katika nchi hiyo akifanya kazi na wakulima. Mnamo 1990, Chama cha Tefy Saina (ATS) kiliundwa kama NGO ya Malagasy ili kukuza Mfumo wa kuimarisha rasilimali za mpunga. Miaka minne baadaye, Taasisi ya Kimataifa ya Chakula, Kilimo na Maendeleo ya Cornell, CIIFAD), ilianza kushirikiana na Tefy Saina kuanzisha Mfumo wa kuimarisha rasilimali za mpunga karibu na Hifadhi ya Kitaifa ya Ranomafana mashariki mwa Madagascar, ikiungwa mkono na Wakala wa Maendeleo ya Kimataifa wa Merika. Tangu wakati huo imejaribiwa nchini China, India, Indonesia, Ufilipino, Sri Lanka, Bangladesh na kwingineko na matokeo mazuri.
